Evaluating The Effects Of Long-Term Care Insurance On Labor Supply Among Beneficiary Households

Abstract

This study suggests alternative program groups and control groups based on work ability family members of Long-Term Care Insurance beneficiary households. Using wave3 and wave7 data of the Korean Welfare Panel Survey, this study estimated the effects of the LTCI implementation on employment, work days and work hours. A difference-in-difference model approach was applied to these alternative program and control groups. This study found that the implementation of LTCI have statistically significant effects on work days but did not have any statistically significant effects on employment an work hours. It is too early to conclude from this result that LTCI system does not induce any labor supply effect tofamily members of Long-Term Care Insurance beneficiary households. Rather, the findings suggest this result as reflecting that the LTCI``s In Home-service system was too limited on the beneficiaries and this study was focused on In Home-service users. Future research needs to explore better program and control groups and investigate long-term effects of LTCI system.
